Vibhuti Garg tells us about the recent government ban on trading energy on spot exchanges without paying current dues, and the possible resolution of legacy issues from state Discoms.

The central government recently prohibited state-owned electricity distribution companies from buying or selling electricity on spot exchanges without paying their current dues to electricity-generating companies. Many states have since paid and been able to participate in the exchanges. This is an opportune time to assess whether the legacy problems of state discoms, which have always been burdened with inefficiencies and huge debts, are on the way to resolution. To help us establish perspectives, we have with us Ms. Vibhuti Garg, Energy Economist, Head of India at the Institute of Energy Economics and Financial Analysis (IEEFA).
