Serbisyo Caravan: Bringing government services to the gates of an isolated community in San Julian, eastern Samar

CITY OF BORONGAN, Eastern Samar – A total of seventy-seven (77) families from the remote localities of Pala-uno and Karuyagon, under Barangay Putong, San Julian, Eastern Samar benefited from the Serbisyo caravan on October 12, 2021.
The hinterland sites are located on the three borders of San Julian, Borongan City and Hinabangan. The roads are unpaved and inaccessible for all types of vehicles.
The lack of government services in the areas mentioned in recent years had made these communities fertile ground for Communist NPA (CNT) terrorists to sow the seeds of subversion and rebellion. This was proved during a meeting between government forces and the CNT in July 2021 in which the victim of the NPA was identified as residing in the said locality.
To break the influence of the Communist terrorist group in the region and, more importantly, to provide much needed social services to communities, the 78th Infantry Battalion and the San Julian Local Government Unit have teamed up to deliver various programs. and services right at the door. community to make them feel that the government is there and is working to improve their lives.
Hon. Dennis P. Estaron, the mayor of the Municipality of San Julian is very grateful for the collaborative efforts of all members of the Municipal Task Force to End Local Communist Armed Conflicts (MTF-ELCAC). Mayor Estaron declares: “We, in partnership with other government agencies, are doing our best to resolve the existing socio-economic problems in the municipality”.
The 78th Infantry (Warrior) Battalion, under the leadership of Lt. Colonel Oliver C Alvior, clearly demonstrated during this activity that it is a reliable and committed partner of the various partner agencies of the MTF-ELCAC. The 78th Infantry Battalion (Warrior) will continuously be a productive partner with ELCAC agencies by actively participating in the conquest of peace and the search for solutions to the problems used by the CTGs to manipulate and exploit the masses.
As Lieutenant-Colonel Alvior said: “It is a manifestation of the seriousness we take in our efforts to achieve the goal of a permanent and peaceful closure of all armed conflicts with non-state groups. We will give you the full assurance that your army, in partnership with other actors in Eastern Samar, will support you and that we will be your partners for peace and progress.
Various services were provided by the various departments of the relevant municipal and provincial local governments. The caravan’s efforts have literally brought the government closer to the people it is mandated to serve.
The unqualified response of the local population during the activity had given a glimpse of the reality that the Communist Terrorist Group (CTG) is losing moral ground, as the issues it exploits are no longer relevant. More importantly, their broken promises of a better life are continually shown as the lies they really are.
