Meghalaya: Electronic Proposal System – Initiative to Provide Seamless Government Services Wins UN Award

The Meghalaya Enterprise Architect (MeghEA) – a commendable effort by the Meghalaya government received the prestigious World Summit on Information Society Forum (WSIS) award from the United Nations on Tuesday in Geneva, Switzerland.

This electronic proposal system – part of Meghalaya Enterprise Architecture (MeghEA), received the best project award in the category “The role of governments in promoting ICT for development”.

The Secretary General of the International Telecommunication Union (ITU) – Houlin Zhao presented the award to the Chief Minister of Meghalaya – Conrad K Sangma.

A total of 360 initiatives from different countries passed the UN jury test. The top 90 projects were then chosen by the voters, and they were invited to the final awards ceremony in Geneva.

Meghalaya competed against initiatives from Australia, China, Argentina and Tanzania before being named the best project in the category.

MeghEA, the state administration’s flagship initiative, is the only Indian project to have received the top award this year.

“In just two months, almost 1600 proposals were submitted through this electronic proposal system and an amount of Rs.790 crores was sanctioned. The transformation led to processing within days that took months in the previous process,” said an official from the planning department.

Speaking at the award ceremony, Sangma congratulated the people for winning a prestigious award during the WSIS summit and making the nation proud of Meghalaya.

He also expressed his gratitude to Prime Minister Narendra Modi for believing in Meghalaya to spearhead the first Enterprise Architecture program in India.

Sangma remarked that MeghEA is all about providing citizen-centric services and reforming the processing of internal patterns to be as efficient as possible. He said the government is working to provide digital services to citizens residing in remote hamlets.

Implemented by the Planning Department of the Government of Meghalaya, this system automates administrative sanctions and approvals from all departments and directorates in Meghalaya; resulting in statewide delivery of integrated and seamless government services to all citizens and stakeholders.

MeghEA was initiated under the direction of the NeGD (National Directorate of Online Governance). It is the result of collaboration between many departments and external organizations.

The government of Meghalaya recently submitted a proposal to the World Bank to expand the project.
